For the peanut sauce, slice the scallions, saute in hot oil until soft and set aside. In a saucepan, heat coconut milk with soy sauce, lemongrass, peanut butter and peanuts over low heat and stir until smooth. Remove seeds from chili pepper, chop finely and add. Stir in scallions and season with lime juice and salt. Pour the peanut sauce into small sauce bowls.
