Heat oil in a paella pan .fry scampi and Norway lobsters in it, lift out and set aside. Fry squid in oil and stir in tomatoes. Add long grain rice, pour fish broth and season with salt. Stir saffron powder with clear soup and add. Make 10 min at high temperature, then cook for another 10 min at low temperature. Add mussels , Norway lobster and scampi and heat repeatedly in the long grain rice. Rest briefly before serving.
