Boil (spin) granulated sugar with water until the liquid runs down a fine thread from a dipped wooden spoon and lifted back up, forming a drip. Remove the boiled sugar from the heat and let cool. Beat the egg yolks until foamy and gradually beat them into the lukewarm sugar water. Carefully add the flour. Reheat everything over medium heat, stirring constantly, until the mixture separates from the side of the pot, but never bring to a boil! Allow to cool and pour into small bowls or use as a filling for shortbread boats, pastry rolls and the like.
