For Caribbean Rice Salad, bring coconut milk and water to a boil with vegetable soup, curry powder and lemon zest. Mix in rice and simmer, covered, until tender, about 35 minutes. Add more water if needed. Remove rice from heat and let swell, covered. Remove lemon peel.For dressing, mix orange and lemon juice with soy sauce, honey, ginger and chili.Mix hot rice with dressing and let cool.Mix rice salad with pineapple, mango, carrot and green onions. Season salad with orange juice, lemon juice, salt and chili.
