Rub the beef fillets with mustard, pepper and the chopped herbs on both sides. Place side by side in a vacuum bag and seal (or wrap well in plastic wrap). Place in boiling water and simmer gently for 6 minutes. Cut the beef fillets out of the bag and place on a plate to warm for another 6 minutes. Meanwhile, cut the kohlrabi into small cubes and cook together with the tender wheat in a little water for 7 minutes until soft. Mix with butter and season with salt and pepper. (If necessary, add a little water to achieve a risotto-like consistency). Arrange the kohlrabi tender wheat on preheated plates and place the beef fillets on top.
